    The University of TN is asking for your assistance in identifying a well-qualified and diverse pool of applicants for this key Human Resources leadership team position. The individual selected must have significant leadership and human resources experience.

    The associate vice chancellor reports to the vice chancellor for Human Resources and will be responsible for a broad and complex set of assignments, including:

    * Represents Human Resources by attending all Employee Relations group meetings, Exempt Staff Council meetings, Faculty Senate meetings, and all commission meetings on the Knoxville campus

    * Leads HR strategic planning for the Knoxville campus

    * Provides leadership for the Knoxville HR team and works collaboratively with the System HR team and Human Resources Officers statewide

    * Provides policy and procedure development and interpretation, program development and implementation, and university compliance with certain state and federal laws

    * Manages relations with academic and employee organizations on the Knoxville campus

    * Consults with university leadership and managers on the Knoxville campus to assess HR needs and issues and determines appropriate responses

    * Regularly attends and communicates HR issues to faculty and staff groups at the university.

     General Description:
    The Recruiter will provide employment-related services including recruiting, screening applications, interviewing candidates and making salary recommendations for exempt and non-exempt positions as well as providing guidance and career counseling to internal and external job applicants. The successful candidate will also be responsible for sourcing and attracting a diverse workforce by building and fostering relationships in the community to target underrepresented job seekers. Additionally, he/she will serve as a strategic partner between Human Resources and the university community by collaborating on recruitment-related projects and initiatives.

    Duties and Responsibilities:
    The Recruiter will:
    • Work closely with departments to determine staffing needs and will provide employment-related services including recruiting, screening applications, interviewing candidates and making salary recommendations for exempt and non-exempt positions.
    • Provide guidance to hiring managers by offering counsel in recruitment best practices to ensure efficient and effective searches with successful outcomes.
    • Provide guidance and career counseling to internal and external job applicants.
    • Communicate with candidates in-person and via telephone and e-mail concerning specific vacancies, job qualifications, resume assistance, salary concerns, benefits information, etc.
    • Actively source and recruit candidates from underrepresented populations.
    • Attend career fairs and promote the benefits of a career with the University of Tennessee.
    • Build and maintain strong working relationships with campus and community groups to aid in outreach and diversity recruiting.
    • Extend job offers to new hires, processes hire paperwork & background checks and coordinates start date and orientation date with candidates.
    • Ensure all state and federal requirements are met throughout the hiring process.
    • Conduct New Employee Orientation.
    • Develop, design and deliver training programs on recruitment-related topics to large audiences.
    • Participate in special projects and perform other duties as assigned.

     

     Required Qualifications:
    Education: A Bachelor’s degree is required. A Master’s degree is preferred.
    Experience: Minimum three years’ professional level experience as a recruiter, to include a proven track-record of full-cycle, diversity recruiting. Experience recruiting in higher education is strongly preferred.

    • Proven commitment to diversity and experience recruiting a diverse workforce.
    • Excellent communication and interpersonal skills and demonstrated organizational skills.

    Under the direction of the Human Resources Director, this position is to coordinate and manage daily functions of the Human Resources office to include oversight of the performance appraisal system, ensuring HRIS data integrity, processing separation and unemployment data, developing and delivering training, and assisting with complex projects as assigned by the Human Resources director.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. While this is intended to be an accurate reflection of the current job, the Human Resources Director reserves the right to revise the job. Other duties may be required and assigned.

    • Develops and coordinates the Town’s training program for employees (including new supervisor training, New Employee Orientation, sexual harassment, drug free workplace, Title VI, diversity, HR 101, retirement, customer service, coaching / mentoring, etc.) to include developing training content, designing presentations, and preparing any related materials. Delivers training in live environment and helps develop any online training solutions. Evaluates training to assess value to the organization.
    • Conducts New Employee Orientation (NEO) including review of the Town’s Employee Handbook and detailed overview of the Town’s benefits package.
    • Manages employee data in the Town’s Human Resources Information System (HRIS). Processes general employment data for personnel related issues i.e. disciplinary actions, suspensions, performance improvement plans (PIP), demotions, promotions, transfers, terminations, resignations, retirements, and supplemental pay
    • Manages the Town’s performance appraisal system to include but not limited to notification to Directors of upcoming employee reviews, reviewing performance appraisals for needed revisions, returning appraisals to Directors that need corrections, and forwarding acceptable appraisals to the HR Director for signature and final review. Enters performance appraisal data into the Town’s HRIS. Scans and files performance appraisals in appropriate personnel files.
    • Processes paperwork needed to allocate appropriate salary increases and/or bonuses, when applicable, in conjunction with performance appraisal data; enters data into the HRIS, and forwards information to payroll.
    • Maintains security and confidentiality of employee information.
    • Manages the separation and unemployment process by ensuring Separation Notices for terminated employees are completed appropriately, enters termination data into the HRIS promptly, sends information to termed employees regarding their post-employment benefits and retirement options, responds to inquiries from the Tennessee Department of Labor and Workforce Development regarding the unemployment process.
    • Performs research and assists the HR Director in complex projects involving compensation, Americans with Disabilities Act (ADAA), Fair Labor Standards Act (FLSA), Family Medical Leave Act (FMLA), Affordable Care Act (ACA), and other legal matters.
    • Assists employees with resolving problems and issues in the workplace. Where appropriate, escalates workplace issues to HR director for resolution.
    • Coordinates and/or assists with employee events by participating actively on teams and committees that help sponsor these events.
    • Performs various administrative duties accurately in order to maintain federal, state, and town compliance, such as filing, record keeping, using word processing, and creating records, reports, correspondence, memorandums, spreadsheets, graphs, and presentations.
    • Gathers and presents monthly HR metrics, including hiring statistics, promotions, demotions, change of position, termination, orientation, training, etc., on a timely basis.
    • Processes employee verifications and inquiries from outside sources in a timely manner.
    • Performs periodical checks of CDL credentials.

    Job Requirements


    Education, training, experience:
    • Bachelor’s Degree in Business, Industrial Organizational Psychology, or a related field with a concentration in Human Resources.
    • Minimum of 5 years of experience in the Human Resources field or 2 years of experience with a Master’s degree in Business, Industrial Organizational Psychology, or a related field with a concentration in Human Resources.
    • Experience with developing and delivering training is preferred.

    • Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

    The Girl Scouts of the Southern Appalachians has a new training position available.  This would be a start-up position and needs someone who would be up for a challenge—and for a whole lot of fun! HR is taking on formal oversight of Council training (including working with subject matter experts to develop content for volunteer training).  The person could be based out of our Knoxville headquarters or in our offices in Chattanooga or Johnson City.     The Labor Department has finalized the rule modifying the definition of a spouse under the Family and Medical Leave Act (FMLA). Here is the release sent by the Labor Department:

    US Labor Department updates Family and Medical Leave Act’s definition of spouse

    Workers in legal, same-sex marriages, regardless of where they live, will now have the same rights as those in opposite-sex marriages to federal job-protected leave under the Family and Medical Leave Act (FMLA) to care for a spouse with a serious health condition. The U.S. Labor Department announced a rule change to the FMLA today in keeping with the U.S. Supreme Court ruling in United States v. Windsor. That ruling struck down the federal Defense of Marriage Act provision that interpreted “marriage” and “spouse” to be limited to opposite-sex marriage for the purposes of federal law.

    The rule change updates the FMLA regulatory definition of “spouse” so that an eligible employee in a legal same-sex marriage will be able to take FMLA leave for his or her spouse regardless of the state in which the employee resides. Previously, the regulatory definition of “spouse” did not include same-sex spouses if an employee resided in a state that did not recognize the employee’s same-sex marriage. Under the new rule, eligibility for federal FMLA protections is based on the law of the place where the marriage was entered into. This “place of celebration” provision allows all legally married couples, whether opposite-sex or same-sex, to have consistent federal family leave rights regardless of whether the state in which they currently reside recognizes such marriages.

    The effective date for the rule is March 27, 2015.

     The City of Johnson City, Tennessee (65,000) is seeking a progressive and experienced Human Resources Director to lead and direct the services and programs provided by the Human Resources Department.  The City is a growing, progressive community with a solid financial base, large medical services industry, and home to a regional university.
