Under the direction of the Human Resources Director, this position is to coordinate and manage daily functions of the Human Resources office to include oversight of the performance appraisal system, ensuring HRIS data integrity, processing separation and unemployment data, developing and delivering training, and assisting with complex projects as assigned by the Human Resources director.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties are normal for this position. While this is intended to be an accurate reflection of the current job, the Human Resources Director reserves the right to revise the job. Other duties may be required and assigned.

• Develops and coordinates the Town’s training program for employees (including new supervisor training, New Employee Orientation, sexual harassment, drug free workplace, Title VI, diversity, HR 101, retirement, customer service, coaching / mentoring, etc.) to include developing training content, designing presentations, and preparing any related materials. Delivers training in live environment and helps develop any online training solutions. Evaluates training to assess value to the organization.
• Conducts New Employee Orientation (NEO) including review of the Town’s Employee Handbook and detailed overview of the Town’s benefits package.
• Manages employee data in the Town’s Human Resources Information System (HRIS). Processes general employment data for personnel related issues i.e. disciplinary actions, suspensions, performance improvement plans (PIP), demotions, promotions, transfers, terminations, resignations, retirements, and supplemental pay
• Manages the Town’s performance appraisal system to include but not limited to notification to Directors of upcoming employee reviews, reviewing performance appraisals for needed revisions, returning appraisals to Directors that need corrections, and forwarding acceptable appraisals to the HR Director for signature and final review. Enters performance appraisal data into the Town’s HRIS. Scans and files performance appraisals in appropriate personnel files.
• Processes paperwork needed to allocate appropriate salary increases and/or bonuses, when applicable, in conjunction with performance appraisal data; enters data into the HRIS, and forwards information to payroll.
• Maintains security and confidentiality of employee information.
• Manages the separation and unemployment process by ensuring Separation Notices for terminated employees are completed appropriately, enters termination data into the HRIS promptly, sends information to termed employees regarding their post-employment benefits and retirement options, responds to inquiries from the Tennessee Department of Labor and Workforce Development regarding the unemployment process.
• Performs research and assists the HR Director in complex projects involving compensation, Americans with Disabilities Act (ADAA), Fair Labor Standards Act (FLSA), Family Medical Leave Act (FMLA), Affordable Care Act (ACA), and other legal matters.
• Assists employees with resolving problems and issues in the workplace. Where appropriate, escalates workplace issues to HR director for resolution.
• Coordinates and/or assists with employee events by participating actively on teams and committees that help sponsor these events.
• Performs various administrative duties accurately in order to maintain federal, state, and town compliance, such as filing, record keeping, using word processing, and creating records, reports, correspondence, memorandums, spreadsheets, graphs, and presentations.
• Gathers and presents monthly HR metrics, including hiring statistics, promotions, demotions, change of position, termination, orientation, training, etc., on a timely basis.
• Processes employee verifications and inquiries from outside sources in a timely manner.
• Performs periodical checks of CDL credentials.

Job Requirements


Education, training, experience:
• Bachelor’s Degree in Business, Industrial Organizational Psychology, or a related field with a concentration in Human Resources.
• Minimum of 5 years of experience in the Human Resources field or 2 years of experience with a Master’s degree in Business, Industrial Organizational Psychology, or a related field with a concentration in Human Resources.
• Experience with developing and delivering training is preferred.

• Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
