    The University of Tennessee Municipal Technical Advisory Service (MTAS) seeks applications for two Human Resource Management Consultants – one in its Jackson office and one in its Knoxville (or Johnson City) office. MTAS is an agency of the University of Tennessee Institute for Public Service and provides professional services to Tennessee cities, state government, and municipal government related associations.

    The Human Resource Management Consultant provides professional advice, technical assistance and information on a wide range of human resource management issues to Tennessee municipal officials and their staffs. Examples include: recruitment and selection assistance, personnel policies, consulting on various HR issues; conducting surveys and studies; authoring HR related publications; and developing and instructing technical classes.

    The positions require a bachelor’s degree in Human Resource Management, Public Administration, Business Administration, or comparable, from an accredited post-secondary institution. A Master's Degree in Human Resource Management or related field of study is preferred. 

    The positions require at least seven years of progressively responsible exempt-level human resource leadership experience with a minimum of three years at the director level (or comparable) for a municipality of at least 100 employees. Requires one of the following certifications: IPMA SCP, IPMA CP, HRCI SPHR, HRCI PHR, SHRM SCP and/or SHRM CP. More than one certification preferred. Tennessee experience preferred.

    This position requires: practical knowledge of the problems faced by city officials; knowledge of state laws and accepted best practices in human resource procedures; ability to independently plan and process projects, questions, training, etc.; use of managerial, analytical, conceptual, and interpersonal skills on a daily basis in identifying a specific city's problem and providing the advice and assistance to solve the problem; high level of cognitive or intuitive skills are necessary to fully understand, design, and implement successful solutions to municipal problems; ability to multi-task and prioritize when reacting to numerous and competing requests for assistance from agency customers; and ability to work with very little direct supervision. This position requires strong written and oral communication skills and the ability to communicate effectively with city officials with varying levels of experience and ability.

    This position requires travel with overnight stays to municipalities to deliver on-site consultation and training.

    Each employee that drives a vehicle for work-related business must have and maintain a valid driver’s license and appropriate automobile insurance. Employee must carry a working mobile phone.

    The City of Franklin has posted a job opening for an HR Generalist.  The position will assists in administering human resource functions including recruitment and selection, employee tracking, wellness programs, and disciplinary procedures ensuring compliance with all government requirements and regulations as well as City policies.     Knox County E-911 is recruiting for an Emergency Communications District Executive Director.  This is a management and administrative position responsible/accountable for the complete administration of a large, highly technical, centralized dispatch/telecommunications emergency organization. This position requires executive level responsibility for a public safety administration that develops and directs all aspects of the Knox County Emergency Communications District.

    The City of Portland is searching for an HR Director.  The city serves a citizen population of approximately 12,000 and employs approximately 150 full time, part-time, and seasonal employees. The governing body is comprised of a mayor, vice mayor, and six aldermen; the city management team reports to the mayor.

    The position of Human Resource Manager will report directly to the mayor and will be responsible for providing full-scope human resource services to fellow department heads, employees, and elected officials. Typical duties will include: development and administration of various technical phases of the city's personnel program, including policy development and administration; risk management; benefits administration; recruitment, selection, and placement; position classification and pay; employee relations programs, performance management, employee development, and workforce diversity; and providing advice to city management and personnel. 

    The ideal candidate will have:

    • Three (3) or more years of experience in an exempt level role in human resources in a comparably sized organization; local government experience is strongly preferred, but not required;
    • A bachelor’s degree in human resources, business, public policy, or comparable, from an accredited college or university - or equivalent experience; and
    • One or more of the following certifications: PHR/SPHR, IPMA-CP/SCP.

    Pay range is $55,329 - $82,993 DOE
